The update that fixes the issue wasn't made available everywhere - only Canada got it as far as we know.
Meanwhile, in Europe, the Gear S3 Tizen 3.0 update roll out was halted after reports of poor battery life started hitting headlines. And now, it has been revealed that the roll out has resumed, with the update now including fix for the battery issue.
The revised update has just started rolling out, so you'll have to be a bit patient if it hasn't reached you yet. Reports say the roll out should be completed by early next month.
